Re: File download Test
I think the issue is with that file or website because I couldn't even start the download. We're on 500mbps Sky Fibre and I regularly get at least 480mbps and I've seen close to 800mbps. I run my speed tests at fast.com over WiFi on a Google Pixel 6a.
I think that we're the only people on our street on Sky Fibre which would probably explain our speeds

You need to hover over the 1GB file link and then click right mouse and save as
For some reason it won't left click through to the link. Tried on chrome and edge.

Re: File download Test
I was trying it on my phone which runs Chrome. Try fast.com, Google Speed Test or the Ookla one as they all downloaded temporary files...

Re: File download Test
Are you testing over ethernet or WiFi? If it's over WiFi, you could be getting some localised interference on the WiFi channel
