Fibre cable installed along footpath

I had a fibre broadband install completed in August 2025. On the install date, the engineer said they were unable to run the cable to the cabinet, and would need to return at a later date to dig in order to get the cable into the cabinet. When they returned, they instead ran the cable along the front of the proper on the footpath, across 2 sets of stairs and into the neighbouring property where a terminal existed.

Since the install, I've been going back and forth with Openreach to get them to remediate this, with their position stating that I will need to pay for them to relocate the cable. After speaking with Sky as well as the relocations team at Openreach this month, they suggested I report the cable as unsafe/damage in order to see if they can remediate it. After speaking with the safety team, they said they would send an engineer, but will only complete work to remove the hazard and will not do any relocation to move the cable underground. They said the most likely outcome will be for them to cut the cable (causing us to lose our fibre) and that it would then be our responsibility to have our connection restored with Sky.

In this case do I have any alternate solution other than letting them cut the cable and then having to have another install done?
