Engineer can’t find the CSP

I have an installation booked and when the engineer came they couldn't find the CSP box outside of the building and they said that in the job sheet it says that the job has been done by Openreach. The property is located on the back side of another building so i can understand if there's difficulty in accessing the building in terms of connecting the fibre. What i don't understand is if this is the case then why present the option as being available in the first place? Furthermore, i would've chosen a copper broadband if it was impossible but there is no option for it when i signed up! Sky has wasted my time, not only did it take ages for booking the installation date, but customer service just keeps getting to virtual assisstant which can't help with anything.

Unfortunately ISPs cannot place an order for a wholesale metallic circuit at any address which Openreach has marked as having fibre availability (even if the record is erroneous) because the sales platform reads into the Openreach database.
