Cold caller is it a scam
I have had a caller dressed as a Sky person trying to arrange an upgrade to Full Fibre by sending an engineer to my flat. He says that skybis doing away with cable broadband and I need to upgrade at no extra cost. He looked very official. I only gave my account number but was suspicious and refused to give either my password or my parents maiden name. Saying I will get intouch with sky direct to advise me. I have spoken to sky and they say I am on the fastest super fast broadband now. That I don't need to do anything. If so was the caller legitimate?

The copper lines are going as part of the government backed switch off and change to fibre.
From what you have said it could have been Sky as you can read about here:
https://www.sky.com/help/articles/door-to-door-sales
But as always if ever you are not sure then simply do as you do and refuse to give them any details they ask for.

Sky, like other ISPs, is conducting such a campaign.
He says that skybis doing away with cable broadband and I need to upgrade at no extra cost.
"Sky" doesn't own any broadband cabling. As @caesarome indicates, the national network operator is in the process of replacing 19th century copper with 21st century optical fibre.
I have spoken to sky and they say I am on the fastest super fast broadband now. That I don't need to do anything.
FTTC only goes up to 80Mbs and loses speed over distance. FTTP can carry multi-gigabit connections with no loss.
If so was the caller legitimate?
Probably, yes.
