Does anyone know whether the Sky Broadband/WiFi account owner can check the browsing history of all devices connected to it in the household?

Certainly not possible to see all browsing activities (and even expensive commercial systems cannot see traffic inside apps)
Sky Broadband Shield allows creation of a custom blocklist but doesn't, I think, generate a log of access attempts which get blocked.

It's perhaps worth noting that ISPs essentially do the bare minimum to comply with UK law in this area by having mandatory age restrictions by default: they basically don't want to get into the potentially murky area of household internet surveillance (which is also a significant technical challenge anyway)

If you really want to go down that route, you'd either need subscription to commercial per-device software installation (which is really rather intrusive) or a router/cloud service which intercepts and logs traffic: those are typically intended for school or similar environments and priced accordingly.
