Broadband under 5mbs
Just had new router and sky connection after being with BT (we got a low 15mbs) and sky sold us new broadband and speeds but nothing has worked. We can't watch tv or event open apps on phones as the speed test shows just 4/5 mbs!

Are you on an ADSL connection? Those speeds sound like you are. It would be very unlikely to get any real difference in speed between ISP's as they all use the same physical connection/line to the property.
