Broadband speed

I work from home 3 days per week and for the last 7 weeks after about 09.00 my broadband speed drops dramatically making it very hard to work at the speed that I need to. I contacted our company IT Manager, he has checked my laptop and can't see anything wrong, he said that it sounds like Sky are throttling back on my usage. I'm not very technically IT savvy and don't understand why this would happen. I have done the online broadband checks, last week Sky sent an Openreach engineer to fix a problem with the line in our street, but it hasn't fixed my problem.  have done the online broadband checks, it didn't pick up any issue, then I tried to call Sky to speak to a human, IMPOSSIBLE!!, so I carried on going through the auto system, it said I have an inhouse system issue, but without talking to someone at Sky I don't know how to progress. Seriously frustrated with Sky.
