Broadband speed

I have recently upgraded my broadband package for faster speed. However it's not working as efficient as I was promised. I have run a speed test and it's saying it's on 90

As per my contravt i am using Sky Broadband Ultrafast 1 with 

Speeds of the internet service and remedies:
Download speeds: Normally Available: 151.9Mbps; Max: 151.9Mbps; Min: 150.9Mbps
Upload speeds: Normally Available: 31.9Mbps; Max: 32.0Mbps; Min: 29.1Mbps

But when i am testing now on speedtest.net... it is coming to 3MBPS download and 3 MBPs Upload. They are giving **bleep**ty service and ask for more charges if i challenge thier speed and signal
