Broadband regularly snail's pace

I am on a fibre 150 package and the internet speeds are reguarly down at 4-10 Mbps. 

Sky have no way of contacting them that I see, they just say 'we checked your speed and you are getting a connection but it's slower than normal but could be better'. They unhelpfully recommend a faster package, but as noted above that's not the issue.

 

But this is happening all the time. I can't really stream anything on many evenings. What do I do please?
