Placing an order with Sky (or any other Openreach ISP) causes the required resources to be scheduled: if the physical connection already exists at the address then no installer attendance is required. For properties destined to get a new optical cable, timetabling of that is part of the process: it's not something the customer can hurry.
Only where the record for the address is incorrect does the customer need to proactively make alternative arrangements.
