BT Engineer useless

Broadband is still below contracted minimum speed i assume I'll get yet more off my bill but the engineer said he couldnt find the issue what's the point in them if they dont fix my problem thats their literal job.

'Openreach' rather than 'BT': while Openreach Ltd is wholly owned by BT Group, they are required to be operationally independent to serve the whole ISP industry.  In this context BT is an ISP in competition with Sky.

 

Realistically Openreach is in the process of abandoning the copper network in favour of its £15 billion pound FTTP rollout, and isn't interested in putting resources into legacy infrastructure.

 

The Universal Service Obligation (for which BT is the designated provider) is only 10Mbs plus voice service.
