1mb peak times

Iv moved address and continued with sky broadband, mainly due to not having any issues the past 12 years! 

went live 10th oct but around peak times my speeds drop to around 1mb! Iv had 2 engineers out, openreach have been out! Another sky engineer out next week! 

nobody seems to have any answers 

anybody else experienced this and have solved the issue?
