Number does not exist!!

I now can no longer phone family in the Netherlands, I have in the last five days spent about ten hours trying to get this sorted out. The expert team we're supposed to phone me this evening after spending two hours  today with a lovely Indian chap who couldn't sort this out. They can phone me I can phone Spain but not the Netherlands HELP
