Create an 'On demand' only package already
Very simple in concept (no doubt more technologically difficult).
I cant see, despite the amount of topics circling the matter, why sky cant offer an on demand package. When items have streamed live, they shift across to an 'on demand' platform ala Netflix.
Also, have a no-bbc package. I dont watch live TV. I watch on demand when I have time for TV, and from speaking to friends, family and colleagues, they seem to be in the same place. My children never watch 'live' TV. Large shifts in behaviour soon to come.

Unlikely Sky will offer this as they want people to subscribe. They can't offer a no BBC package for 2 reasons, BBC channels are free, you don't pay Sky for them. Sky also can't exclude channels from the EPG if they pay.
43" Glass TV & Puck Whole Home

Samsung 75" 4K TV, Sky Glass Gen 2 55", Sky Stream, EE FTTC Broadband, Three 5G Broadband (Backup), Sony 7.1 AV Receiver, Technisat MultiSat receiver.

Not exactly the same but SKY Glass is close.
SKY Q (& SKY HD) are Satellite provided live channels - although SKY Q does allow downloaded content as well
