Openreach need permission from home owners if planned route of cabling go thru someones property in additional local authority planning permission to close roads and dig them up. This can take at least 8 weeks for the local authority to process. This is of no consolation to yourself even big companies with leverage fall foul to government red tape and any isp would be in the same situation
