I shall shortley have to cancel sky as I refuse to pay the TV tax. I never watch live TV so why can't sky offer a platform with no live tv, so that I can be Tv license compliant. I use on demand, catchup and movies, but sky will lose considerable revenue, unless it addresses this issue.

You should be able to use Sky's non-live TV as this is within the rules of not requiring a TV license
If you only download and don't record from or watch live broadcasts or BBC iPlayer content, you should be OK, but proving you don't watch/record live is another matter 😞

It is thus not in it's current interest to provide a service without them . Who knows may be sometime in the future it will but unlikely for the foreseeable future
Whilst SKY may loose you and others with similar thoughts re the licence fee, in reality it is likely to be an extremely tiny percentage of it's subscriber base and would not actually lead to a considerable loss of revenue

Now TV (a sky product) probably suits what you're looking for. Streaming box with access to all sky on demand material and more but without the live TV or recording part.

Now TV still provides Live TV

No, NowTV still both streams 'live' and has iPlayer, so couldn't by itself provide a defence.

It is up to the enforcement team to prove you are watching live TV which is pretty difficult as you do not normally have to allow them to enter your home unless they have a warrant but they can say they saw through a window. iPlayer is a bit easier for them though as you have to sign in and say you have a licence and potentially they can match IP addresses but not sure they ever do.
Most enforcement is by bluff and bullying which is perhaps why women get summonsed more frequently than men as any adult in the household can be summonsed as the offence is watching in premises without a licence.
@sockdog the difference is Sky TV is live TV service with downloads added on while Now TV is a streaming service with the ability to watch live channels. Having a satellite dish on your home does make the argument a tad more complex. Depends on your and your family's resolve when Capita come knocking. 😀
