sky complaint team calls do not connect

I am trying to resolve a longstanding billing complaint with Sky but strangely am not able to receive the supposed calls from the priority complaint team. They arrange a call time and even though I watch my phone, all I get is a message saying they have tried to call. I even got a voice mail on one occasion but no record of any missed call. I have taken my fairly new handset to the apple store and the genius team say there is no issue with the handset and no evidence that there have been any calls. I have then been in discussion with the netwpork provider to ensure calls are not subject to blocking, They confirm that there is no block on incoming calls. 

I am starting to feel that there is some industry secret - akin to Royal Mails ability to not deliver parcels even when you are in - that allows Sky to do this. Interestingly the Apple store say I am not the first person they have seen with this issue. 

Anyone have any ideas?

I will be taking my complaint to the CISAS as Sky appear unable and uninterested in sorting this. I will also be moving all of my services away from Sky.

What network are you with, Sky Mobile or someone else ?

I am with Three who have checked and there are no issues with my settings
