I phoned asking for my date to be changed which wasn't done i have now done this online myself but however there is a bill which is outstanding will this be carried over to my requested date please?

You're talking to other customers here and not Sky.
But perhaps it was too late to change your billing date when requested (as bills are generated 14 days before billing date).
Generally, if there is an outstanding bill then it will need to be paid or your services will be restricted.
