Services currently being restricted

Been with Sky for over 30 yrs for tv, broadband ,sky talk and mobile phones. all bills fully paid. Recently accessed my account with a view to upgrade my phone.

 

met with the message 

"Your  services are currently being restricted" 

when I click on the button "Reinstate my services "  I'm taken to my bill which shows no issues but I still can't access part of the app to upgrade my phone.  I contacted customer services but couldn't get an answer as to which and why my services were being restricted and what the possible consequences could be. I don't appear to have any other issues
