If an account is unpaid for over 56 days then accounts can be cancelled. (Any arrears will still be due)
If the account is cancelled then the dataplan/number no longer exists.

@Tuxon1 If you left Sky why would you need an account reinstating?
The only reason an account becomes restricted is due to no payment.
Can you clarify what your trying to do here?

I left at end of contract because I didn't receive services paid for for 5 months and they only gave me a month refund not 5 months. Somehow they say I owe £100. I told them to take the other 4 months refund to pay it.

It doesn't quite work like that.
In what way did you not receive services for five months and why did Sky only refund you one month? (There is no automatic refunds when there's a local mast issue for example).
How did you cancel Sky Mobile? If Sky say you owe £100 they won’t reinstate restricted services (which allows you to cancel) until the arrears have been paid and you’ve also set up a new continuous payment method. Until then any calls to Sky will only prompt you to pay.
If your payment is 2+ weeks overdue you will have to pay the next bill as well and if you’re in arrears for 56+ days Sky can fully terminate your subscription (but you’ll still owe the arrears).
If this is part of a credit agreement purchase (mobile or Sky Glass) non payment can see the credit agreement cancelled at which point the full amount becomes due in one payment.
Once your full payment has cleared and is in Sky’s account your services should be reinstated, but this may not be instant. Any payment you make over a weekend or on a Bank Holiday won’t be processed until the following week.
You should be able to pay the bill and set up your direct debit via the MySky app or online using this link
