I pre ordered the royal rumble on Saturday/Sunday and its failed to record
Any idea on how I go about claiming my £19.95 back

Hi @Kelly81.,
You would have to call Sky and depending on the reason it failed to record they may/may not refund you.
Any refunds for PPV would have to be done via giving Sky a call.

https://www.sky.com/help/articles/sky-box-office-cancelling-an-event
If you have Sky Q and you ordered the event using your Sky remote, the event will also be recorded to your Sky Q box. If you access the recording before it's deleted from your Sky box, you'll be charged for the event.
You could always phone Sky to double check if you want, or keep an eye on your future bills.

@caesarome thank you
The payment was processed through Bt sport!
I'll give sky a call cause surely they'll be able to see that I did not receive what I'd payed for

In that case it might be BT Sport that are billing you and not Sky but again the same might apply.

If Sky processed the payment then you will be able to see it in your "Current" or "Future" Bills on your TV box or MySky app. If the payment was done through Sky and it shows in your bills then you are able to give them a call and discuss a refund.
If the payment was done through BT then you would have to give BT a call
