Error setting up payment method

I have cleared all of my outstanding balance, when trying to set up a new payment method I get through to the confirmation page and get shown an error page. By not being able to set this up, my services are restricted. Does anyone have any help as to where I am going wrong?

How log outstanding were the arrears?
