@PaulStocker just an FYI this forum is primarily consisting of other Sky customers and isn't a direct communication route to Sky.
Sky don't typically use email for customer services, the best thing to do is to follow the help flows at https://www.sky.com/help/articles/contacting-sky and then when on the correct page click on "No i still need more help" at the bottom of the help guide and it will display the various available contact options.
However as contractually it does state early termination fees will apply if in a minimum term contract i'd be surprised if these were waived. As the account holder you should have been notified when the tenants attempted to switch broadband provider, and would have been provided contact details and instructions to cancel that switch if you didn't want it to take place.

I am not sure how your tenant managed to cancel as it only the account holder presumably you should be the only one able cancel a service, Sky don't normally listen to any one else.

One Touch Switch, probably.
The tenancy agreement should have a clause covering such matters... (i.e. the tenant should not make changes and are fully liable if they do)
