Charged for no service provided

So since thw summer last year ive been recieving no boradband as a fault outside of home on line engineers hasnt bothered on two attempts so went with diffrent broadband provider but sky charged me for the 5 months then obviously corrected the bill when realised and now ive tried to be charged again for past two months when still no service has been provided and no one will talk on the phone just keep gettin passed about

If you have switched to another provider then Sky should no longer be billing you unless they have applied an earl;y termination charge which they can do if you were in a contract.
