Being billed with no service

We signed up to sky ultimate TV and broadband last month and have yet to receive any service. Broadband couldn't be installed due to a low light issue. We were told we wouldn't be charged as no service has been provided. Now I can see a bill will come out on the 26th for TV which we cannot use as it requires the broadband that hasn't been provided. 

 

How can sky charge for a service that has not been delivered?

If it's stream then the terms state billing commences even if not activated (after 21 days I think).

 

If the broadband is delayed then you should be eligible for auto compensation : https://www.sky.com/help/articles/auto-compensation

 

The charging/activation is automatic - you may wish to contact Sky in the circumstances...

I am just another Sky customer and my views are my own even if you don't like the answers
