Acount restriction

I'm trying to purchase a Apple Watch (pay monthly) everytime it prompts me to sign in and I'm met with "there is an outstanding action on your acount which is resulting in your services being restricted" although I have a outstanding balance of £0 and have never missed a payment. Unsure what to do as all services work fine. How do I go about sorting this any help is much appreciated
