Account restricted

Looking for some help.

 

All of my bills are up to date including marketplace apps.

 

but my issue is that every time I try to browse new products on the website I keep getting the message that my account is restricted and to removed the outstanding issue. 

I click the resolve button and it takes me to my accounts which all say paid. So what is the issue?

 

I have tried web chat with advisors and they just keep telling me they can't see any issues and it'll be resolved in 24hrs but it's been a week now. 

any help would be greatly appreciated.
