Are you outside of the UK if so follow this advice posted by @Mark39 in a thread where someone else had the same issue:

I have the same problem, If I continualy try to log in eventually I am allowed but it is really frustrating.

Are you outside of the UK or if you are in the UK are you running a VPN because of you are try disabling it.

Same here, sometimes it works but the majority of the time it comes up with the error.
