Speed of many broadband services is a function of the length of your phone line to the cabinet so it is possible you have a long line and hence lower speeds. No ISP prices based on that factor as it costs the same to deliver the service.
However if your line is normally faster there could be a fault if you wiuld like a second opinion post your hub's stats as explained here Find your Sky Broadband router statistics
