Funnily enough i doubt it will be viewed as a downgrade.
Putting content on social media and streaming channels is a sure fire way to get the younger generation to consume the content, rather than putting it on traditional linear television channels.
They are probably viewing this as an experiment in a bid to grow the sport with kids and teenagers, also making it available to the entire country and not just those with a Sky or Virgin Media subscription,

Not everyone has premium tv subscriptions.
So youtube would give it a wider possible audience.

I'd refer you to one specific paragraph:
"One game from each regular round will also be shown on Sky Sports YouTube, ensuring the widest possible access to the UK's elite level netball competition that is free to fans"

Sky's current Premier league rights cost is nearly 2 billion per season (5.8 billion over 3 years) so I don't think that'll happen

The press release describes the YouTube coverage as being in addition to subscription television access: if that's not the case then I'd suggest approaching England Netball (the rights owners) who presumably negotiated the terms of the Sky contract and happily took their money.

Seeing hows its the biggest sporting league, there is no need to air it via social media channels for all to help grow the sport.
Growing a sport is all about reach, and nothing will get higher potential reach and eyeballs on a product than streaming it for free via the likes of a YouTube/Facebook type site.
