@peasant You're posting this in a customer help customer community which is a domestic customer community, this sounds like a commercial type setup so no one here will be able to help.

It's simple, as this is not a private residence and being broadcast to the public/community (i.e. care home residents), this is classed as a commercial premise like a pub, hotel bar, club, gym, etc. Commerical premises pay a lot more than private residents.
Remember, it's against Sky's terms and conditions to use a residential subscription on a commerical premises, and you may face excessive fines as a result.
If you're unwilling to pay Sky, there are other options.
You can get:
- Freesat (if you've a satellite connection)
- Freeview (aerial connection with or without Internet connection)
- Freely (internet based, similar to Freeview)
These are not permittied in the likes of pubs, hotel bars, clubs, gyms, etc., but are allowed in care homes.
Remember:
You will need a TV licence for each communal TV.
The following apps and similar apps cannot be used in a commerical settings, whether paid or free:

- Disney+

- NOW (Sky’s streaming service)

What prevents YouTube being used in a commercial setting? Or even iPlayer, assuming the business has a TV licence?

They are for private use (i.e. residential) only and not to be broadcast to a commercial settings, such as a care home, pub, hotel bar, club, gym, etc.. It breaks the terms and conditions.
Examples:
YouTube:
Section 4.1 - Personal Use Only:
- "You may not use the Service for commercial purposes without express authorization from YouTube."
- YouTube is intended for private, non-commercial use and prohibits public broadcasting in businesses like pubs, care homes, and hotels.
- Commercial use (e.g., in a public setting like a bar) would violate YouTube's terms unless you have a YouTube Commercial Partner agreement.
Section 5.4 - Content Availability:
- YouTube states that users cannot make the content publicly available or distribute videos on public screens without proper permission.
- Displaying content in public spaces or as part of a service (e.g., in a pub) is prohibited unless the video specifically comes from an authorized partner.
BBC iPlayer:
Section 2.2 - Personal Use:
- "You may only use the BBC iPlayer Service for personal and non-commercial use."
- BBC iPlayer is designed for individual use and is not licensed for public performance in any commercial setting.
- This means you cannot broadcast BBC iPlayer in a pub, hotel, or care home unless you have a specific commercial agreement or use a licensed TV service (like Sky Business) to show BBC content.
TV Licence Requirement:
- In addition, the BBC iPlayer requires a TV licence for any live broadcast or catch-up content viewing.
- If a commercial venue wants to show BBC content, they need a commercial TV licence, such as the ones provided by Sky or Virgin Media for businesses.
