For clarity, does this mean that live sport on Stream will be available to watch from the beginning at any time if you are unable to watch it from the start?

Well Main Event is designed as a showcase for the existing Sky sports linear channels, so i'm guessing the linear + channel will be a showcase stream from the Sky Sport + platform.
I'd be thinking like it'd be an overflow channel from the other ones.
Atp and wta tournaments both on, one will go to sky sports + etc, like sky sports mix but the big difference being needing a subscription for sky sports.

Stupid question but does the amount of times clubs will be shown with the 3.00 pm blackout still inplace mean alot of games will be moved out of the traditional Saturday afternoon slot? Thinking about fans attending the games.

The way I read it. Perhaps a few more than currently but not as many as it initially sounds.
The 'every club 20 times' includes every midweek round of games, every Carabao Cup game and several rounds where 3 o'clock kick offs are also being broadcast live, including the opening day and bank holidays.

Well the 3pm blackout seems to be disappearing in a.way for the EFL by the fact that on the opening and closing day of the season ALL EFL matches are being broadcast including those at 3pm. I'd imagine as a result some 3pm games will be shown on Sky Sports + on other match weeks.

On the first and last weekend of the season, they can show 3pm matches as there won't be any Premier league matches on then
The target per the guardian is to show 10 league matches in normal weeks, 5 from the championship and 5 from the other two leagues.

Yes. The reason for the introduction of Sky Sports+ is mainly as a modern red button as the EFL matches will need to be played in blocks, e.g. 5 of the matches will be played at 12.30pm on Saturday's. It's logistically the only way to do it around Premier League commitments and the blocked hours.
The general order of play will see roughly 5x Championship and 5x Leagues One/Two broadcast each weekend. That will leave 7x Championship and 19x Leagues One/Two at 3pm.

They may well have additional streams available (for Sky Q, Stream and Glass users, plus in the Sky Sports app), but nothing in the press release for the new service suggests they'll be adding more than 1 new satellite channel.

No, they're just temporary labels. One of the channels is labelled 7840, for example.
We know that all the premium sport and cinema channels are changing to DVB-S2 this month, but that new sports service doesn't start until August, so the timings match these being the changes to the existing channels.
