my landline is not working. usual checks ok, but unable to contact sky to check the external line

landline not working. There is a dialling tone, but not ringing out or allowing calls

It was working a few days ago. I only discovered it was not working yesterday when the police were unable to contact me following a burgulary. I only keep a landline because the mobile reception here is poor.

There is a dialling tone, but it is not ringing out when phoned from my mobile, or going to voicemail, and dialling out produces some crackling noises and doesn't connect.

Yes, I've worked my way through the usual checks. I've had problems before, as have others living here, and in the past Open reach have had to be called to sort it out.
