Who deals with the phone wire on the outside of my property it has been attached to my facia instead

Who deals with the phone wire on the outside of my property it has been attached to my facia instead of the wall and I need to have the facias changed who do I contact?

If this is the main incoming cable (not an extension cable) it's Sky you would need to contact.

Technically (for an address in the UK) the cable and bracket belong to Openreach, but as @Mark39 indicates all contact has to be through the ISP.
