Unable to make or receive calls on my landline

I have been unable to make or receive calls on my landline for a couple of weeks. I have a dialling tone for outgoing calls but when I dial the number, I get the engaged tone. Ingoing calls get a message that states "this number is temporarily unavailable ". I have checked the line and done all other suggested solutions but nothing has worked. I have also bought a new phone but everything was still nothing worked.
