Sky phone line position in neighbours garden

I’m looking for some information if possible, next door are going to be building an extension and the builder is concerned that my phone line could be in thier way and asked if It could be checked as comes through their garden.  I’ve been trying to get in touch via sky/Sky broadband but no joy, they gave me open reach numbers but they won’t speak with me as not their customer. Basically I just need sky to arrange an engineer to confirm if the cable is in an ok position

You're right, you would have to arrange this through Sky but in all honesty I doubt Openreach will agree to send an engineer to check a currently working line. I suspect ISPs like Sky are only permitted to request an Openreach engineer where a fault has been identified.

@Stuart+Carr

Note that it's not a 'Sky phone line': Sky and other similar ISPs don't own that kind of infrastructure.
