I am 84 my landline has been cut off, I don't have a mobile phone, plus I live alone have cancer, need to be in touch with the doctor and the hospital, and when eventually I get through to skywith an e-mail, they tell me to phone xxxxxc. Are they completely mad there?.

If you answer no, I don't know what Sky would have done as each ISP will have their own processes, however the least I would expect would be an engineer (probably from Openreach) to ensure everything is working.
This is one of the big problems with the rush in transitioning to all I.P. services (VoIP phones) and there has been a lot written about it in the press. such as these:
