Landline will recieve calls but not make them

When I pick phone up I get a two tone engaged type signal. Phone will reieve incoming calls but won't make outgoing calls. I have tried a new phone but same problem

Are you new to Sky Broadband/Talk, or recently upgraded? Or has your phone been working OK up to now?
