I've done all the online tests several times over. Tried phoning "contact Sky" but just got sent links to the same online guide and tests. I've unplugged the router entirely, and swapped out the phone handset for a different one, and the problem persists. So it defintiely seems to be upstream of the BT Openreach wall socket. There are new roadworks a few hundred yards away. How do I contact somebody to get the line checked? Thanks!

Thanks @Greenfingers001 at Sky - Openreach fixed the line two days later, after you reported it. And thanks to @Mark39 as well for escalating it to Sky.
Landline working fine again now.

Re: Landline can't receive inbound calls and is crackly outbound
@DF9 you may not have tried this simple connection test, given that your broadband is ok, but it's worth a try: https://www.sky.com/help/articles/broadband-diagnostic-start-t2
Let us know.
If it doesn't detect a fault, we can ask Sky's messaging team to contact you here so that you can report it via a private online chat, if you wish.

Thanks, I had tried it actually, but no harm doing it again. Ran it just now and got 3 green ticks, and a download speed of 63Mb/s.

Re: Landline can't receive inbound calls and is crackly outbound
OK, I've alerted Sky and a Community adviser may be able to help you via private, online messaging later today. Look out for a blue/red chat 'bubble' towards the bottom of the page. Replies from Sky may not be instant, so check back from time to time for updates. Once the chat is activated it remains open for 48 hours, after which it will automatically close..
For the detail of how it works see this guide: https://helpforum.sky.com/t5/Did-you-know/Escalating-a-post-to-a-Sky-expert/ba-p/3711147
