You can't do what you suggest as they are packaged together. If you call Sky they can switch your Sky Talk tariff to Pay As You Talk. That way you'll only be charged for any calls you do make.

Increasingly the 'landline' is the cable (copper or optical) acting as a broadband data bearer.  This has a rental cost incurred by the ISP and paid for out of the broadband service subscription.

 

As @Daniel0210 indicates, if you don't make or receive voice calls on a fixed handset then just make sure you are on the lowest Sky Talk tier.
