I no longer have a landline phone. Am I therefore eligible for a billing reduction as I no longer use Sky Talk ?

If this is the case to save yourself some money you could ask Sky to change you to pay as you talk so if you make no calls there are no additional costs.

If you were already on the default 'Sky Talk Pay as You Talk', then no: without an associated call bundle that has no additional subscription cost.
The 'line rental' element of a Sky Broadband subscription pays for the bearer circuit (copper or optical) over which data arrives and departs, so cannot be removed.
