Can’t call out on phone

Had fibre fitted , waited over 24 hours phone can receive calls, has ring tone but won't  do outgoing calls! Have done the turning power off for a while, tried different phones and leads as well! Anybody else had this problem?

Tried to dial out but just stays on line tone
