having to restart the SKY+ box almost every week....how to order a new one and get a engineer to come

Unless you have Sky Protect Insurance you cannot book an engineer for Sky+ and earlier boxes and for a replacement you'll need to look at the secondhand market (eBay etc...)

As @Annie+UK indicates, Sky no longer provides such service unless you have an existing subscription to the Sky Protect Device Insurance product, and will only advise you to move to Sky Q.
There are no 'new' Sky+ HD boxes because they were last manufactured in 2015: the final models produced are widely available second-hand for about £30. If you need help with installation you'll need to arrange (and pay for) that from a local independent satellite television installer.
