Strictly speaking Astra 2E has a 'Middle East' spotbeam which falls over the Arabian Peninsula, but I suspect that doesn't carry 'Sky' channels.

As you've posted in the Sky+ forum: it's possible for anyone to purchase a Sky + / Sky+ HD receiver second-hand and take that anywhere in the world (subject to local laws and import controls), but subscription to Sky service is only available at addresses in countries where Sky Group is a licenced broadcaster (UK & RoI/Germany & Austria/Italy) and the box itself can only do anything at all when it receives a suitable satellite signal.  Likewise, online services from Sky (whether or not they land on a box)  are geofenced to countries where legitimate subscription is possible.

If you want a Sky+ receiver then eBay would be where to look.
