All of a sudden I am unable to download programs or movies today on my Sky HD 2TB Box. Is this in relation to today's mass IT outage?

Almost certainly, yes. We know downloads on other platforms aren't working and I expect that applies to Sky+ too.

Thanks Mark39. Appreciate your response. Incidentally, I've just tried a download and it appears to be working now!
