Not possible, Sky Plus is no longer supported, once you move you cannot move back

Not sure why you mention this as it does not change the fact that you cannot go back

Is sky + still available? There is a cooling off period right?

No - SKY + is only currently availble to those who have an active subscription & not switched
SKy are actively trying to reduce th number of customers on SKY +
As we have mentioned you cannot switch back - the cooling off would only allow possible cancelllation completely

Certainly, under consumer protection law, but that's not the same thing as a right to revert to a platform, product or service which a supplier no longer offers to new (or returning) customers.
