I was my frist time this sky but... I need viewing card sky + HD and dish Sky + HD

Please Note: Sky+ is now a legacy service that Sky are winding down

You'll not get a new Sky+ account / Viewing card as Sky + has been replaced with newer services (Sky Q / Sky Glass / Sky Stream)

if not they won't send out any card as they no longer sell subscriptions to that platform 

further sky won't supply dish or engineer support unless you are an existing customer and have sky protect insurance

That is correct so Sky will not send you a viewing card for it.

Unclear what you mean, but it's not possible to obtain a Sky Q box anywhere but directly from Sky: any on eBay shouldn't be there.

If you have Sky Q, you shouldn't be replacing it with Sky+ and the latter won't function through a Q LNB on the dish.

If you mean can you use a Sky+HD box with a Sky Q dish, the answer is no.
