If I get a contract for sky stream and sky broadband at the same time and I'm still within my cooling off period can I keep the broadband and still cancel the tv? I ask because Black Friday is coming and if I cancel the tv I could get it cheaper maybe? I'm currently paying £23 a month for sky stream so you thing I could get it cheaper....

TV and broadband contracts are separate so you can cancel one and keep the other.
If you cancel the TV contract you won't be eligible for a new customer deal so you can't cancel in the cooling off period and then sign up again because a better deal is available as part of Black Friday.

Does that mean that it won't be cheaper that the £23 a month for sky stream that I currently pay?

You can pay extra to Sky to upgrade to the Netflix service without ads or the premium Netflix service in UHD etc. this link tells you more https://www.sky.com/help/articles/apps-on-sky-q-and-glass-netflix
