I have had 2 programmes removed from my playlist. Why is this happening? I have the sky over the Internet. Is this sky stream?

Some content has a limited streaming life. A channel may only have the streaming rights for a week or a month or longer. When this period of time has elapsed you will not have access to it unless the original broadcaster or another streaming service obtains the streaming rights.
Sky Stream is not like Sky Q where you had a physical recording on a hard drive, it gives the control of the content very much back to the hands of the broadcaster.

Sky television without a satellite dish is Glass or Stream, yes.
The 'Playlist' isn't a permanent data store: it's a link to on-demand streaming or (sometimes) 'cloud' storage under the control of Sky, not the subscriber.
Sky themselves say:
Shows saved for 12 months
Most shows and movies in your Playlist will be saved for 12 months. Some that are available through a TV app, like Netflix or ITVX, might not be available for that long, as they have different contractual agreements.
For example, most programmes from BBC iPlayer are available for 12 months. But some, like Match of the Day or the News, aren't available for as long.
