Can you enable Sky Stream on your mobile phone?

You can have Sky go on your mobile so you can watch Sky content when out and about but there is no app / functionality to control Sky stream or manage playlists remotely.

No: Stream is a hardware platform rather than an app and only functions on a Sky puck.

 

As @mikealanr indicates, Stream subscribers have access to the Sky Go app, but this doesn't interact with Stream in the way it does with Sky Q.

Although a dedicated glass / stream app is at the top of a lot of users wish list ...... including me ! 

it would be great to view and edit the playlist via an app .....

Is there not a stream app in development? Sure I saw that somewhere. Presume it's more to control boxes than watch content though.
